Mark, an expert in British and comparative prime ministerial leadership, submitted written evidence in 2011 and gave oral evidence to the Committee on 27 March 2013. The final report makes several references to Mark\u2019s evidence on prerogative powers, codification of powers, prime ministerial accountability, direct election and coalition government.<\/p>\n<p>The full report is available on online at the <a href=\"http:\/\/www.publications.parliament.uk\/pa\/cm201415\/cmselect\/cmpolcon\/351\/351.pdf\">Parliament.UK website<\/a> along with transcripts of <a href=\"http:\/\/www.publications.parliament.uk\/pa\/cm201415\/cmselect\/cmpolcon\/351\/35102.htm\">Mark\u2019s written and oral evidence<\/a>.<\/p>\n<p><a href=\"https:\/\/canterburypolitics.files.wordpress.com\/2014\/07\/dr-mark-bennister-at-parliament1.jpg\"><img decoding=\"async\" class=\"alignnone size-medium wp-image-769\" src=\"http:\/\/canterburypolitics.files.wordpress.com\/2014\/07\/dr-mark-bennister-at-parliament1.jpg?w=300\" alt=\"Dr Mark Bennister at Parliament\" width=\"300\" height=\"167\" \/><\/a><\/p>\n<p>Mark said: \u201cThe Political and Constitutional Reform Select Committee report is to be welcomed and I am delighted the committee referred to my evidence in the final report. Without formal codification of the role and power of the Prime Minister, there has always existed a lively debate about what Prime Ministers do and whether they exercise much power without sufficient constraint.<\/p>\n<p>\u201cThis report\u2019s recommendation that the Prime Minister should be more accountable to Parliament is to be welcomed. On other areas the Committee has opened up several interesting areas for debate and discussion.\u201d<\/p>\n<p>Mark\u2019s research covers comparative political leadership in particular prime ministerial leadership in Britain and Australia. He is the author of \u2018<a href=\"http:\/\/www.amazon.co.uk\/Prime-Ministers-Power-Political-Leadership\/dp\/0230273211\">Prime Ministers in Power: Political Leadership in Britain and Australia\u2019 (Palgrave 2012)<\/a>.
